Simulacru de introducere a limbii române în școlile din Timoc. Serbia își bate iarăși joc de angajamentele luate față de România, OSCE și UE

Serbia continuă să-și bată joc de angajamentele luate prin acordurile bilaterale cu România și față de angajamentele luate față de OSCE și UE, transmite corespondentul Romanian Global News din Timoc.

Cu doua zile în urmă, după începerea cursurilor școlilor din Serbia, autoritățile sârbe au pus în scenă un nou simulacru de sondaj în care întreabă copiii români/vlahi din Zaicear și Bor dacă vor să învețe optional limba română.

Date pentru a fi completate de pe o zi pe alta, pentru a nu lăsa timp de reacție părinților și organizațiilor românești, formularele care trebuiesc completate, dincolo de faptul că nu acoperă Branicevo și Morava, județe locuite masiv de români/vlahi, seamănă confuzie și sunt făcute special pentru ca elevul sau părintele să fie pus în situația extrem de dificilă din perspectiva viitorului copiilor, de a alege între informatică și limba română.

Conform angajamentelor Serbiei, de la 1 septembrie 2013 limba română trebuia introdusă în școlile din Timoc. În martie 2013 autoritățile sârbe au mai desfășurat un sondaj (din care județele Branicevo și Morava au fost excluse) în județele Bor și Zaicear, în care 1617 elevi au ales să studieze limba română în anul școlar care începea la 1 septembrie.

În acest moment în Timoc nu se studiază limba română în nicio școală.

Iată formularul împărțit de autoritățile sârbe în Scoala „3 Octombrie” din BOR. Aici apare la punctul 2, Limba română, la punctul 5 Informatica și surpriză la punctul 4 apare invenția staliniștilor de la Belgrad, „Vorbirea Vlahă”.
Nu numai că „vorbirea vlahă” este trecută în formularele sondajului inutil și manipulatoriu pe care autoritățile sârbe îl fac în anumite școli din Timoc, dar invenția stalinistă apare inclusiv în monitorul oficial din Serbia. Romanian Global News îl prezintă în exclusivitate.
Ţinând cont de cele relatate mai sus organizația care reunește pe părinții copiilor care doresc să învețe limba română literară în școli a trimis o scrisoare către OSCE în care informează asupra situației.

Iată scrisoarea:

Dear Mr. Hug,

Please allow me to once again express our deep gratitude for the HCNM involvement in the process of the introduction of the Romanian language classes.

Since your last email, despite our best efforts, the Ministry of Education remained unwilling to consult with us, but to make matters worse, the School Board from Zajecar is now conducting a survey among the schoolchildren from Bor and Zajecar Districts, which will force children to choose between Vlach dialects, Romanian language, Roma language and computer science. Lumpingthese classes together with computer science will only serve one purpose – to make education in minority languages less attractive for children. I should stress that this decision on the scheduling of classes was made without any consultations with the respective parents.

From our contacts with the School District in Pozarevac, it was made clear to us that this School Board has no intention to conduct a survey, and it has simply placed the obligation on the parents to collect signatures,with the collection of names, being not only a prerequisite for the eventual introductionof the classes, but for the School Board to even consider this initiative. Given the importance of the survey, we would have expected that the school boards would have taken this obligation.

We welcome your advice to follow-up with the Ministry of Education, however, actions are far stronger than words, and the reality, is that the Ministry has demonstrated a complete lack of willingness to meet with the representatives of the parents, and involve the respective parents in the policy planning and realisation of minority language classes.

As for the Romanian National Council please bear on mind two facts which defines our cooperation with this Council. First is that the representatives of this Council are involved in the process of the introduction of the Romanian language just from the fact that they have a wide experience in organizing Romanian language education. They involvement in the process is without prejudice to their monopoly for the political or cultural representation of either parents or our organization in Eastern Serbia.

The second fact, which has to be clear to your Office and the Ministry, is that minority education has participatory and is reconfirmed in the paragraph 30 of the Document of the Copenhagen Meeting of the conference on the Human Dimension of the CSCE. Participation in this context means not only effective participation of the institutions representing national minority, but also active involvement of parents. To this extent, we disagree with your previous advice that implied that our organization should only serve as a receiver of information without any role in tailoring the policies which directly affect parents and their children. We would kindly request that the HCNM raise these participation issues with the Ministry and the Council.

You correctly mentioned that the role of the HCNM in the previous period had been to facilitate the discussions between Serbia and Romania. However, you are aware, and it was mentioned by H.E. Vollebek during the meeting with our representatives, that everything has to be done in order to enable education in the Romanian language according to the Serbian laws and international standards. The current situation falls far short from meetingSerbia’s international commitments, and we hope that the new Commissioner will be willing to take a more robust role in facilitating the discussions and finding a solution to the realisation of our rights for minority language classes.

In this context, I would like to schedule a meeting with you or a representative of the HCNM Office during your next visit to Serbia. I hope that considering the urgency of current situation it will be as soon as possible.

Reprezentanții organizațiile românești reprezentative cum ar fi Partia Democrată a Rumânilor din Serbia, Asociația pentru Cultura Românilor/Vlahilor din Serbia, „Ariadnae Filum”, dar și Biserica Ortodoxă Română din Timoc, consultați de corespondentul Romanian Global News au declarat că roagă autoritățile române să intervină imediat pentru stoparea acestei bătăi de joc a autorităților sârbe și pentru introducerea imediată în școlile din toate județele din Timoc unde sunt români /vlahi a limbii române literare. Aceeași reprezentanți fac apel la conducerea statului sârb să respecte angajamentele luate și să nu-și mai bată joc de proprii cetățeni.
